MPEG2

A compression algorithm that was adopted in 1994 as the universal picture coding system for broadcasting and communications as well as for storage media such as optical disc.

MPEG compression involves only storing the changes between each scene and not the whole picture - this can dramatically reduce the amount of space required. This compression can sometimes introduce artefacts - although newer discs suffer from these a lot less than early releases.
